The notion that you can 'manage' another person's performance over a sustained period of time and still retain engagement is fundementally flawed. The vast majority of managers and employees find the performance management / appraisal process that they are required to participate to be a fundementally disengaging experience and most organisations have, over the years, attempted to 'tweak' their process in order to make it more 'fit for purpose'.
